Message from the Board

Well, January is finally over. I can feel the beginnings of spring in my bones, but we are not quite there yet. With Punxsutawney Phil seeing his shadow this month, we still have six more weeks of winter ahead. Fear not, however—STLPA has plenty of upcoming activities to keep you distracted as we wait for the thaw.

Upcoming CLEs

  • February 19, 2026: Larry Hall will present on Trucking Defense Litigation. Keep an eye out for the formal invitation.
  • March 26, 2026: James Thomeczek (UB Greensfelder) will discuss the Lawsuit over Marijuana Sales Tax/Constitutional Amendment. This promises to be an excellent CLE. When Missouri approved the sale of marijuana in 2022, the language was interpreted by the Department of Revenue to allow a "stacked" 3% tax by the state, the county, and the city. The Department of Revenue collected this tax until the marijuana industry disputed the interpretation, arguing the language only allowed for a stacked tax the state and either the city or county (depending on where the dispensary was located). The case made it all the way up to the Supreme Court. This will be a great event so be sure to register.

 Lexitas is hosting a happy hour for our members on February 19th in the Stardust Room at The Fountain on Locust. Lexitas has been a fantastic partner to our organization, and we look forward to this event. Please stop in to get to know their team and learn how they can support you and your firm.

·       Annual Paralegal Day – Friday, May 8, 2026 Location: River City Casino

This year’s theme is the “Pursuit of Truth and Justice,” featuring speaker Jonathan Potts. Planning is well underway, and this year is looking to be even better than the last! If you are interested in joining the planning committee, please reach out to Ashley or me; we are always looking for new volunteers.

Our Mission

One of our organization's primary goals is to provide both networking and learning opportunities for paralegals across the St. Louis region. Be sure to take advantage of these events to expand your professional network and legal education.

New Committee Members

Speaking of volunteering, I would like to welcome Katrina Sroka and Bethany Schuler to our Job Bank Committee, as well as Madison Flannery and Abby Juedemann to our Programs and Education Committee. Please take a moment to thank them for donating their time. Our organization simply could not provide these services without our dedicated committee members.

REGISTRAR / FINANCE DEPARTMENT

JOB OVERVIEW: The purpose of this position is to direct the County's efforts to collect, maintain, preserve, catalog, retrieve, and/or properly dispose of a variety of County records in accordance with all federal, state, and local regulations, and in accordance with County record retention policy; performs a variety of activities including the issuance of liquor and various other licenses, the commissioning of Notary Publics, receipt of Personal Finance Disclosures for the Missouri Ethics Commission, the Board of Equalization, administering oaths of office, and affixing the County Seal. The work is performed under the direction of the Director of Finance.

RESPONSIBLITIES:

  • Directs the daily activities of the Office of County Registrar. Selects, trains, and directs the activities of the Board of Equalization Clerk.
  • Directs the proper receipt and accounting for funds collected by the Office of County Registrar.
  • Directs the activities related to the collection, maintenance, preservation, and disposal of County records in accordance with all applicable federal, state, and local regulations and County policy.
  • Assures that records needed by other County departments and records which are accessible to the public, are available for use.
  • Assists those with the need for information contained in County records. Catalogs and cross references materials.
  • Establishes procedures to determine the most efficient, yet proper manner in which to retain records.
  • Establishes and maintains a comprehensive records retention policy.
  • Maintains copies of all County Council ordinances and minutes.
  • Directs the retrieval and copying of County records, and the certification of these copies as being true copies of the official documents.
  • Processes and responds to Sunshine Law and other requests for records.
  • Maintains a thorough knowledge of applicable record-keeping and retention requirements, and modern supplies, equipment and methods. Advises other County officials regarding modern record retention procedures.
  • Administers oaths to citizens obtaining their commissions as Notary Publics and certifies same to the Secretary of State. Administers Oath of Office to appointed commissioners or committees members.
  • Directs the proper documentation, receipt and retention of Personal Finance Disclosures required for County employees and members of boards and commissions.
  • Retains copies of all contracts entered into by the County.
  • Directs the activities related to the issuance of County liquor licenses, tow truck licenses, medical marijuana licenses, bicycle event licenses, ferry licenses, and peddler/solicitor licenses.
  • Coordinates liquor licensing activities with the State and with local jurisdictions to assure that all who are required to have licenses obtain them.
  • Determines cost of licenses in accordance with established schedules; coordinates with the Finance Department for the proper receipt and accounting of license fees.
  • Coordinates with law enforcement agencies to obtain and review criminal background checks for tow truck licenses.
  • Serves as a backup for counter Finance duties.
  • Performs routine office work such as answering the phone, copying, maintaining appropriate office files.
  • Assists the public by telephone and in-person regarding Office of County Registrar functions.
  • Post the agenda, take minutes and attends the monthly meeting of the Board of Equalization.
  • Train and assist the Intermittent Board of Equalization Clerk with the property accessed value appeals with the County Assessor’ office.
  • Other duties as assigned

REQUIREMENTS:

  • Education
    • Bachelor's degree in library science, Archives or Records Management, or related degree.
  • Job Experience
    • Five years of experience.
    • Five years progressive experience related to the duties of this position.
  • Knowledge, Skills and Abilities
    • Must have excellent skills in the research, interpretation, and application of requirements and procedures related to records management.
    • Must possess good skills in the use of a personal computer with word processing, spreadsheet and desktop publishing software.

Featured Speaker:  Larry Hall, Chartwell Law

The presentation will provide an overview of the following areas regarding trucking litigation.

  • Identify documents commercial motor carriers are required to possess pursuant to federal regulations;
  • Identify documents are likely to be helpful when investigating accident liability for a commercial motor carrier; and,
  • Obtain a basic understanding of significant Federal Motor Carrier Safety Regulations that could change a litigated case. These include hiring/background, hours-of-service, equipment, and reporting obligations.

BIO:

Lawrence “Larry” Hall is a partner in Chartwell Law’s St. Louis office. Larry began his career in the trucking industry as a high school student delivering linens in large commercial trucks.  In the years since, he has become a highly regarded transportation law attorney.

Larry guides his clients through all stages of litigation, often ending with settlements where appropriate or with successful jury verdicts. He advises local, regional, and national carriers on immediate response investigations, safety policies/training, regulatory compliance, and general risk management.

Beyond the transportation industry, Larry has defended clients in  high exposure and catastrophic products liability cases as well as fire science and premises liability matters. He is an active member of legal and trucking organizations and frequent speaker at transportation industry events.

Before joining Chartwell Law, Larry was a partner in the St. Louis office of a regional law firm.
